JUL 2009 - Franklin District Council Recognise Value of Self Regulation

At a recent meeting, Councillors from Franklin District showed common sense is still alive and well. Instead of following their big city neighbours and introducing a Bylaw to govern the delivery of unaddressed mail they followed our recommendation to support the NZMA's National Unaddressed Mail Code. The Franklin Councillors voted unanimously to delete the clause relating to unaddressed mailbox deliveries - it was the only amendment to the massive Waste Management Bylaw which they voted for!

"After failing to convince the Council staff over the past seven months that self regulation was the best solution it would have been easy to just give up the battle as a lost cause" said Keith Norris, the NZMA's Director of Public Affairs. "But we thought it was worth making a personal submission to the Council meeting, and these recent result shows you should never give up".

An ongoing commitment to supporting the National Unaddressed Mail Code by marketers using this proven advertising medium and by the major distribution companies means there is less likelihood of being faced with 50 – 60 Bylaw variations throughout the country’s local bodies. “Having one nationwide set of rules makes far more sense,” said Norris. “We’ll continue our work with the Councils who have yet to review their Waste Management Bylaws to ensure similar success to what we’ve just achieved in Franklin.”
